send a fax to multiple recipients fails

(1) I am trying to send faxes to distribution list composed on numbers taken from my outlook 2003 address book. When I sends a single fax, XP fax program works. If I select 2 numbers, the faxing doesn’t work.
The + is not being dialed when multiple receipts are selected.
Fax numbers are stored properly in canonical format as single receipt
faxes are being sent. So How do I correct this error in Outlook?

(2) Do you know if the hotfx mentioned in KB925923 fixes this problem?

In searching the internet , I noticed that this problem has been around since 1998 and also effects faxing from Small Business Server.
