Sending Multicast over multiple vlans

I have a Cisco 4507 with multiple vlans configured. I have a video encoder that sends multicast packets. The video encoder is on vlan 10. All clients on vlan 10 can receive the broadcast. Clients on other vlans can connect to the device but they do not receive the broadcast stream.

I have IP multicast-routing enabled.

Each vlan has IP PIM Sparse-Mode configured.

Each vlan has IP CPMG configured.

What am I missing?
