Server 2000 to Server 2003

My office currently has an 5 year old server with Windows 2000 Server.
What is the best way to go about configuring Windows 2003 Server with
a new machine? I want to transfer Active Directory Users.

Right now nothing is configured (DNS, file, print, etc.) on the new server
except it is setup as a domain controller (newserver.oldserver.local).
Actually, when I try to remove AD it won’t let me. Unfortunately, every
time I try to configure anything else I get an “RCP Server is unavailable”.
What are the next steps to have the two computers talk to each other?
