Server 2003 home page setup will not work

Hey i’m running small business server 2003 and trying to setup the home page for my clients. I’ve tried two different ways. The ways i have tried are.

Group policy Object editor>User Config>Admin templates>Window components>Internet Explorer> Disable changing homepage settings.

I set that to enable and I put in the website. Also the other way I tried is.

GPO>User Config>IE Maintenance> URLs> Important URLs and I set the home page there as well.

I forced the group policy in the command prompt it won’t work. One thing that seems weird is it will not allow me to apply it, but it is there after closing out of it. I don’t know what else to do. Any help is really appreciated. thanks guys.
