Server 2003 Modem and High speed issues

I am having a problem when I am connected through a High speed connection. The issue is when I have users terrminal servered in to my server they have a mail client that has to go out through a dial up modem. When they do this the modem dials and connects but it disconnects everyone else that is connected. Is there a way to resolve this issue
