Server 2003 network Problem

I have a server 2003 machine connected on my network and everyime there is power failure the server looses its connection to the client machines on the network.When the power is restored the client machines register that the server is offline.I believe that there are some service that are supposed to be restarted on the server but i am not sure which one are they.Please i need help.
