server 2003 replacement

I am working on a network that has three old PIII servers with no active directory. I want to replace them with current technology. One of the systems acts a bridge between 2 different ip range internal networks. It also has quite a number of programs and files on it. How do I transfer the programs and files to the new system? can I just put the old hard drive in a new system? I know I can do this with XP and sometimes I need to do a restore install. with this work with server 2003? Also there is a transfer wizard in XP. Is there any type of similar utility for 2003?
