Server 2003 Terminal Services

How can I set remote(RDP)user’s desktop settings on the terminal services Server2003(what they see when they log in to the server running remote desktop) without changing settings for all users and/or the adminstrator. I can restrict what they see on their desktop like remove the shutdown button, access to the control panel, etc. but it also removes it for everyone. Can and How can this be accomplished. I am not running Citrix just Terminal Services. I have checked Microsoft site but just can’t find the answer for this issue. Any references to other informational sources appreciated. And what book would you recommend to purchase for Windows Server 2003 (Terminal Services). Thanks in Advance!!
