Server 2003 – Windows Time Service

Wondering if anyone could recommend the best way to change as well as synchronize the time of the xp pro clients on the Server by using some sort of Authoritative Time Service. My boss doesn’t like the fact that Windows time is not the correct time or that of cell phone time.
