Server alone not access the internet

Hi I have a 2 machine network, If the client machine is shut down, I can dial in to my ISP from the server machine,but cannot access the net or e-mail..It works fine if the client machine is also on. I am using Sygate.
Help!
Since fitting two netowrk cards neither machine (1 w98 1 w95) will actually give me “it is safe to switch off you machine” window..
