Server Based rule, is it possible?

I have got a problem with our Sales emails any help will be much appreciated.

I am trying to set up a rule:
with specific words in the recipient’s address
forward it to people or distribution list and move it to a specified folder.

The rule as client-only rule seems to work fine, but I want the rule to work without having to open outlook (Server Based Rule).
I have got an exchange 2003 server and office 2003. Is this rule possible?
