Server being replaced, moving Windows Server 2003 Standard license

Old server that has Windows Server 2003 Standard Retail edition is being replaced with a new one. I have the new server built with the same product key as the one it is replacing, it is currently awaiting activation which is failing. How can I deactivate the old server licensing so that I can use it with the new server?
