Server cannot be ping’d

So we had a server crash and I went into the office and pressed the power button on and the green light came on, however I can no longer ping the server. I can no longer view it on the monitor because VGA port is no longer working, I did notice there are no lights on the power supplies and it doesn’t really sound like the hard drive is spinning or running… The nic card is flashing correctly though…

So my question is do you think its the power supply that is causing this issue or something else?

I am using windows server 2003 standard 32bit
Its an HP ML350 server
