server connects to net, but no browser?

server=windows 2000 SBS with ee-mail and internet access through ms exchange server.
we recently changed from freeserve anytime connection,upto broadband supplied by tiscali.
the server connects to the internet, allowing e-mail to workstations, but does not open ie browser on server or workstations. changed dns in tcp/ip properties no effect any assistance apreciated.
