server is slow to response to user?s request

Whyhave site that sometimes when you click on a link or refresh the page, the page takes more time to load (from 30sec to 1min++).

what could be the possible causes for this. Could it be MySQL server is overloading? But so far we checked it?s ok. Could it be bandwidth? Etc?
