Server is too full for backup

So my boss has requested a weekly server “mirror” to take offsite. We hold confidential information on one server related to case work and on the second server related to finance materials. The main server is fine, running Windows 2000 Server, the backup is only about 5 gb and I can easily burn it to a DL DVD for my boss to take off site. The finance server, however, has one main partition, (loca) and 1 extended partition and 1 external hdd. My main goal is to backup the main C: drive in the event of a disaster but this specific drive is over 20 gbs full! The strangest thing is that this drive only holds Windows OS related files…why is this drive so big (Running Windows 2003 Server) and what are my best options as far as backup to take offsite.
