Server Requirements to send encrypted e-mail

I can not send encrypted e-mail to others.
I have .cer file and installed in my computer.
But when I encrypt using Outlook Express, “Digital ID is missing” message appeared.

Please advise me how to overcome.

I also want to know other requirements on mail server.
