Service Monitoring Software

Does anyone know of some sort of service monitoring software that I can use to send me a page when a services stops. In other words, there is software out there like SmartUPS that sends a signal through the serial port to a server that can send a page to a numeric pager via a modem when the UPS is running on battery. I’m looking for something that we’ll send me a page on my cell phone when a service fails or is stopped, like say Exchange IMS.
