set rights on netmeeting icon in systray

I am using netmeeting remote desktop sharing on my network. I am looking for a way to either 1)Hide the netmeeting remote desktop Icon in the system tray or 2) set user rights so the option to start, stop, and exit remote desktop services is greyed out so it cannot be changed.
