Setting Safari homepage with Terminal command

I am a student worker in my school’s IT department, and I have been tasked with finding a way to set the homepage on Safari in a way that they can push over Jamf (their program for MDM), so that it will affect everyone without having to walk them through the menus. However, when I set the homepage through the path ~/Users//Library/Preferences/com.Safari.plist, HomePage safari resets it to being blank after starting the app. I read on another forum that a file in keychains called “keychain-2.db” was causing this issue, so I wrote the default homepage command into this file as well with the exact same results.

Any help with figuring out a way would be greatly appreciated.
