setting school domain with w2k servers

I need to figure out the best way to set up a school district with w2k servers. I have 6 schools
with fiber lines between each school, they all tie into the high school which routes to the intenet. The high school has the domain controller
with Active Directory, I plan on migrating all users and teachers to this server. But each elementary school has a w2k server, should I make them a OU or site or just a domain and join to the domain controller. What would be the best recommendation to haveeveryone authenticate to their local domain but have complete administration from the domain controller?
