Setting Time for Workstations

I am trying to find a registry setting that will allow the local user the ability to change the time with standard security permissions. Normally this can only be done as a power user or administrator. The privelage to set the clock can be changedin the user rights section of the User Manager under the policies menu.

My goal is to synchronize all of my user’s clocks w/o giving them free reign to destroy my systems.
