Setting up a Computer in Puerto Rico-nee

I would like to set up a computer in Puerto Rico for my father so he can communicate with me here in Texas. I would like it to have a camera and voice so that he can see and hear me. Is this possible? And I would like specifics on software and hardware that would be needed to do this. It would need to be as simple as possible as my father is in his nineties and I want just basic so I can show him how to work with it and make it as easiest as possible for him. I would appreicate any and allspecifics on this.
