Setting up Campus or MSDN licenses…

I am helping out with the development of an Charter School. Its grades are k-6… I was wondering how I go about setting up a deal with Microsoft. I do not know if I set up a government account or not because it is a charter school. Also would this school qualify to be a member of the MSDN alliance? Since none of the software will really before production line use…
