Setting User Permissions Client Side?

We do not have a server set up yet so no directory, no network users.

I need to share a directory on a local machine but lock down access to only a certain group of people.

Besides giving each person a user account on the machine itself, are there any ways of tackling this? Apps? Anything? Bueller?

Windows environment.
