Setup fails with “FCACHDLL.dll was not found”.

I am running a new Windows 2003 R2 x64 with all Windows updates. Whenever I try to install Exchange Server 2003 Std, I get to the Microsoft Exchange Messaging and Collaboration Services” step and I get the error:

Setup.exe – Unable to Locate Component
This application has failed to start because FCACHDLL.dll was not found.

Its that anything to do with ADAM? if im not mistaken,some of the setting i left it blank.
