Sever 2003 SBS Cal Issue

We have deployed a new 2003 sbs server which had the original 5 cals. i am trying thru server management panel to install add’l cals. it brings me to the wizard, but when i click next it does nothing and i am unable to install add’l cals…Help! thanks…
