Severe memory leakage in Win98se

upgraded 10 win95 computers to win98se
all have same software load. on 3 machines
many out of memory errors, lock ups, slow OS.
using memory manager TurboRam to monitor ram usage. the 3 bad machines and 6 good ones are
P266 with TX mother boards32mbram. One machine is PII450 32 meg ram, with genuine intell MB. On the three bad machines when a program is released they lose about 2-3 meg of ram. on the other p266 machines they loose less than 1 meg. on the PII450 almost not loss. Is win98se acting different because of cheep vs excellent MB? does win98se have more leakage than win95? dram vs sram? anyone else have similar problems?
