Shared access file

I have an old Access 2007 which is shared by 3 people say Shane, Sam and Miriam. When Shane opens the access file, others (Sam and Miriam) can open and edit the data.

Interesting enough when Sam has it opened and entering the data, others they get a message of “access db “the database has been placed in a state by user ‘admin'”

I checked the ntfs permission of the folder. Checked the option for access which allows “shared” mode.

Anything else that i missed???
