sharepoint services 3.0 central administration

I am running sharepoint services 3.0 on server 2003 enterprise.I am trying to publish wss site to internet but can’t find virtual server configuration in wss 3.0 central administration.without configuring virtual server i cant publish the site.Is wss running on server 2003 any different from wss running on small business server?
