Sharing bandwidth

we are a group of friends, planning to buy a bandwidth of 128 kbps leased connection and distributing it among ourselves. the distance covered between 1st and the last house is quite big. i.e. 1.5 kms approx. 1 was wondering…

1. what hardware and software should i opt for?
2. what should we do to distribute the bandwidth equally, i mean keeping the bandwidth controlled for each user?
3. how do i restrict the user with only 1 ip?
4. if shared in the same room, what would be the necessary hardware software on the local network?
