Shut Down on Start Menu has gone.

One of the pc’s in a library supervised by my wife cannot be shutdown normaly because the Shut Down on the Start Menu has dissapeared. It is used by the public for internet access only. No other functions or drives can be acced by the public. The OSis W95. I do not know what the machine make is. Any ideas?
