Shutdown & Unwanted Restart

I have some older Pentium machines on the network. When the user chooses Shutdown from the start menu, the machine closes out, then immediately restarts (without any action taken by the user). Anyone come across this one before? Know a fix? Yourhelp is greatly appreciated.
