Slow hard drive?

I have an Athlon 1.1Ghz with 256mb PC133 & ATA 100 hard drive. Windows ‘boot-up’ is fairly slow & the first time I start any program, it takes a little bit, but any time after the first, it is very quick. How can I solve this?
