Slow TCP/IP when off network

I run a Dell pIII with win 2k professional and novell client 4.8 At work I connect to a Novell 4.11 network and the system works perfectly running IPX. When I get home, I disable the IPX/IP gateway that we use at work and try to connect to my ISP using a Dial up networking, 56k modem, TCP/IP connection. It connects to the ISP but will not transfer data so the web browser just sits there sending but not receiving data. Any clues?
