Slowness on Windows Server 2003

I have a terrible slowness over the network for users accesing an application named Rythmix from a Windows Server 2003. The problem has been investigated to the point that I know its server based. AV exclusions have been set to disreguard the file types this application uses being .jar but still no luck, any suggestions greatly appreciated!
