SMB 2003 network applications running slow particulalry access

I have some access data bases on the server that use to run really good, but the last couple days they have been super slow on the client machines. I tried accessing them from other machines, but they are still slow. The server perfomancing is about .9 percent on both CPU usage and RAM usage. I dont know what else to check. I even tried checking the CAT5 lines, but they checked out fine.
