SMS Security rights

I am the administrator of a all Windows 2000 network, and I have been using SMS 2.0 SP5 for years without any problems. Recently I created a sms console for one of my helpdesk guys and he was using it for about a year with know proble. He got promoted to Jr. Administrator so I upped his rights in SMS, I gave him every right possible. Now he gets this error saying “security rights to run remote tools on this client has been denied”. And he gets that for every user. Is there anyone that can help?
