SMSCLi account not created

I have just deployed SMS 2.1 on our NT network. I have one user which, sms did not create a local SMSCliToknAcct&. It did create a SMSCliSvcAcct& account. since the password for that account is set by SMS I cannot create that account successfully. I have found serveral errors in the even log.

and
(3 times each login) ID 7009
Timeout (120000 milliseconds) waiting for service to connect.

Muliple profiles are being created for this service on the local drive.
