SMTP Relay

I have a client that is being blocked by this company in California. Maybe you all have heard of it Mail-Abuse whatever. Well here is my question. It is a Netware 4.11 server running Groupwise 5.5.2 I have put ot norouting switch in gwia.cfg and in gwsmtp.cfg. I have checked Prevent message relaying in groupwise view. I am being told that I am still an open to third party relay. Anyone know anything that I have missed
