Sockets subsystem unable to initialize

I am using Windows XP SP2 on a Toshiba M200 tablet. I continue to get this error:

Symantec Ghost Configuration Server
Unable to initialize TCP/IP Sockets Subsystem

and

Symnantec Ghost Configuration Server
08001[Sybase][ODBC Driver][Adaptive Server Anywhere] Unable to connect to database server: connection error: unable to initialize requested communication links

and

net command has encountered a problem and needs to shut down.

and

NET.EXE Application Error
The instruction at “0x010049dd” referenced memory at “0x401dff2e” the memory could not be “written”

Any information anybody could provide will be a great help.
