Software Licnese Management

I have just started a new job as IT support software officer. One of my tasks is to manage the software liceneing for the organisation, which is a mide sized local councial.

Are there any suggestions to what to use and best polices and methods of doing this.

Note: There are no policyes etc or records at the moment.
