Software Migration policy

Hi,
I assigned to prepare policy and procedure for acquisation of a site. The site what we are going to acquire in Coldfusion, now we need to convert it into .Net. How to proceed and and what the information i need to gather from the owner? I want all the information and procedure for acquiring the site.
