Software Restriction Policy

We are running terminal services in a Win2000 server. It is in our intranet, but is outside of our domain control. All user accounts are locally defined.

What do I do if I want only some people (not all) to have internet access when they connect to the TS via RDC.

I have tried the Software Restriction Policy in the GPedit msc, but I could not find any softeware restriction options in the pull down tree structure.
