Some of the processes will not start after reboot

Encountered some unusual problem. Computer works fine but when i reboot for 20 mins my computer will gray out if I click show all processes. Same thing with office outlook 2007. I can browse the internet with mozilla and chrome but my IE will not open for 20 mins. After 20 mins task manager and all other process will show up.

After I reboot my pc there are 41 processes running and after 20 mins they will bump to 60.

Some of the control panel option will freeze as well.

Its Windows vista 32 bit. No virus or spyware. Got AVG antivirus. I do lot of VPN to my work so i have VPN.

Any suggestion. Its 2 month old pc. I know its software problem but i cannot pin point which one. ANy help
