Spell check in Outlook Express 5.0

Outlook Express in Win 98 2nd Edition has the spell check on the task bar “grayed “out. Also in “new message” window when you go to “tools” drop down menu the “spelling” option is grayed out. Cosequently there is no spell checking taking place. I cannot figure out how to “turn” it on even after checking the Microsoft Knowledge Base.
