SQL 7.0 on Windows 2000 Advanced Server

I am very frustrated and at a loss. Clean install of Win2K Server SP1, When I run SQL 7.0 Server install The Install Shield runs through 99% and locks up. It won’t even start the install. Has this happened to anyone else? I am running on a Proliant class Dual Pent Pro System with 200 MB Ram.
