SQL Server 2000 Resource Sharing?

Is there any possible mechanism to share resources between Databases on a Single SQL Server or Different SQL Servers?

Lets say Database 1 is Hight priority and Database 2 is Low Priority, So when I need more resources to Database 1 I should be able to allocate more resources to database 1 and cut down on Database 2.

I know that Clustering is not an option because it is more of a Failover Mechanism than a Load balancing(resource sharing) mechanism. I hope someone could come up with the best answer. Needed this info like yesterday. I tried lots of sources but nothing satisfied me.
