sql server ODBC error

when i try to open ODBC in control panel in win 95, nothing happens. it doesn’t open at all, and when i try to run a program associated with sql, i get an error stating that “an external .dll file is missing”
i tried uninstalling sql, but i get the same missing .dll error. i reinstalled ie4 with SP2, which is what is required by this program, but nothing. i also reinstalled the program, but same error. does anyone know how i can uninstall sql odbc connections, or how i could get the control panel to open?
