SQL Server registration time out

Where do i configure the server registration time out option? this server always has problem connecting to the other servers around the same domain tree (around 20+ computer in the whole domain), and even a simple Ping will takes at least 1-2 mins to return the result. i want to Register another SQL Server into this current server through the Enterprise Manager Console, may i know how do i overcome the time out problem?
